Site problems, slow userpics

Our east coast provider's network for image hosting is down, and while moving the image hosting back to Internap in Seattle our load balancer rebooted and was down for 3 minutes. The site is back up now, but userpics may continue to be slow while we finish the migration. We will be implementing an automatic system to detect and fix this type of problem going forward.
