Scrapbook photos and userpics loading slowly

Hello,

We are currently working to resolve an issue with our file serving infrastructure, which is causing files on the site to load slowly or not at all. As we fix this we may require some short periods of downtime of the site. We thank you for your patience as we work to resolve the issue as quickly as possible.

UPDATE: We have now resolved this issue.
